Le parc est opéré par un partenariat public-privé-citoyen. Les partenaires sont ENGIE Electrabel, la société Ventis et la société Frasnes-Lez-Vents (comprenant la commune de Frasnes-Lez-Anvaing et la coopérative citoyenne CLEF). Ce partenariat permet aux riverains d’investir directement dans la transition énergétique via le parc près de chez eux. D’autre part, le parc est également ouvert à la participation via la coopérative Electrabel CoGreen.
